Work programme
The CNFP carries out regular assessments to provide independent oversigt of Luxembourg's public finances and to monitor compliance with the national and European fiscal frameworks.
Annual assessments
Each year, the CNFP publishes:
- An assessment of the Annual Progress Report (APR) on the National Medium-Term Fiscal-Structural Plan (MTFSP), submitted by the Government in the spring to the European Commission as part of the European economic governance framework. Whenever a new MTFSP is prepared, the CNFP also publishes an assessment of the plan. This assessment is, in principle, carried out at the beginning of each new legislative term.
- An assessment of Luxembourg's public finances upon the submission, in autumn, of the Draft Annual Budget and the Draft Multiannual Financial Planning Bill.
Assessments of the Excessive Deficit Procedure Notifications
Twice a year, following the publication by EUROSTAT of the Excessive Deficit Procedure (EDP) notifications in April and October, the CNFP assesses compliance with the national fiscal rule for year t-1.
Periodic assessments
At regular intervals, the CNFP carries out assessments of:
- the accuracy of macroeconomic and/or budgetary forecasts ;
- the long-term sustainability of public finances ;
- the consistency, coherence and effectiveness of the national fiscal framework.
Thematic publications
In addition to these assessments, the CNFP publishes analyses and thematic notes on public finance issues on an ad hoc basis.
